Cameroon national report prepared for the IDNDR mid-term review and the 1994 World Conference on Natural Disaster Reduction, Yokohama, Japan, 23-27 May 1994

This report presents the institutional and legal framework for disaster risk reduction in Cameroon, and describes its common disaster risks and natural hazards, such as earthquake, flood and release of toxic gas. It outlines the strategies, plans, projects and activities related to disaster prevention and risk management.

The report provides an evaluation of country?s progress, achievements and challenges in disaster risk reduction during the first half of the International Decade for Natural Disaster Reduction (IDNDR), and highlights suggested activities and plans for the rest of IDNDR.

Microchip moves information around in 3-D: From left to right, back to front, and up and down

Jan. 30, 2013 ? Scientists from the University of Cambridge have created, for the first time, a new type of microchip which allows information to travel in three dimensions. Currently, microchips can only pass digital information in a very limited way -- from either left to right or front to back.

The research is published Jan. 31 in Nature.

Dr Reinoud Lavrijsen, an author on the paper from the University of Cambridge, said: "Today's chips are like bungalows -- everything happens on the same floor. We've created the stairways allowing information to pass between floors."

Researchers believe that in the future a 3D microchip would enable additional storage capacity on chips by allowing information to be spread across several layers instead of being compacted into one layer, as is currently the case.

For the research, the Cambridge scientists used a special type of microchip called a spintronic chip which exploits the electron's tiny magnetic moment or 'spin' (unlike the majority of today's chips which use charge-based electronic technology). Spintronic chips are increasingly being used in computers, and it is widely believed that within the next few years they will become the standard memory chip.

To create the microchip, the researchers used an experimental technique called 'sputtering'. They effectively made a club-sandwich on a silicon chip of cobalt, platinum and ruthenium atoms. The cobalt and platinum atoms store the digital information in a similar way to how a hard disk drive stores data. The ruthenium atoms act as messengers, communicating that information between neighbouring layers of cobalt and platinum. Each of the layers is only a few atoms thick.

They then used a laser technique called MOKE to probe the data content of the different layers. As they switched a magnetic field on and off they saw in the MOKE signal the data climbing layer by layer from the bottom of the chip to the top. They then confirmed the results using a different measurement method.

Professor Russell Cowburn, lead researcher of the study from the Cavendish Laboratory, the University of Cambridge's Department of Physics, said: "Each step on our spintronic staircase is only a few atoms high. I find it amazing that by using nanotechnology not only can we build structures with such precision in the lab but also using advanced laser instruments we can actually see the data climbing this nano-staircase step by step.

"This is a great example of the power of advanced materials science. Traditionally, we would use a series of electronic transistors to move data like this. We've been able to achieve the same effect just by combining different basic elements such as cobalt, platinum and ruthenium. This is the 21st century way of building things -- harnessing the basic power of elements and materials to give built-in functionality."

Immigration reform: Will it win Republicans any new Hispanic votes?

Many on the left and right argue that even if Republicans go along with a comprehensive immigration reform bill, they're still unlikely to win much in the way of Hispanic support.

Arizona Sen. John McCain (R) minced no words on Monday when unveiling the broad outlines agreed to by a bipartisan group of eight senators: "The Republican Party is losing the support of our Hispanic citizens," he said. "And we realize this is an issue in which we are in agreement with our Hispanic citizens."

But increasingly, many others are arguing that fixing the GOP's so-called "Hispanic problem" won't be nearly that simple ? and that Republicans shouldn't go along with immigration reform purely in an effort to win more votes, since that alone is unlikely to convert many Latinos to the Republican Party. Tellingly, one GOP Senate aide spelled out this political calculus?for The National Review: "Don?t walk the plank on immigration because Romney only got 29 percent of the Hispanic vote, and sell out on deeply held conservatives principles to bump that up to 33 percent."

According to this line of analysis, even if a comprehensive immigration bill passes, Hispanics are likely to continue to align themselves politically with Democrats because of greater ideological compatibility on a whole range of issues ? the biggest of which is?a more liberal vision of government that includes support for more services.

Writing in The Washington Post this week, Jamelle Bouie argued: "Latinos are more liberal than the median voter. According to the?most recent Pew poll on these questions?(released last year), 75 percent of Hispanics say they support bigger government with more services, compared to 41 percent of the general population."

'No numbers' in this math museum

We live in a world surrounded by numbers.

Whether we?re balancing our checkbooks, reading recipes or calculating what the best deals at the supermarket are, chances are you?re thinking, writing and communicating in numbers.

There?s now a museum in New York City that is centered on math but has very few numbers.

Glen Whitney is the executive director of the National Museum of Math in Manhattan and says there?s a lot more to math.

?Math touches on so many things in the world around us there?s a connection between mathematics and music, connection with engineering, between mathematics and business, between mathematics and art,? said Whitney. ?And we want to show all those parts of mathematics here.?

A math enthusiast since the age of 14, Whitney said his love for numbers continued to grow when he realized math was more about what new things he could discover that no one had ever seen before.

After a career as a math scholar and then a professor at the University of Michigan, Whitney became involved coaching his daughter?s elementary school math league. He realized there was not a place to nurture kids? curiosity about numbers and science.

?MoMath,? the new museum, is not the first of its kind. About 20 years ago there was a small math museum on New York?s Long Island called the Goudreau Museum. When Whitney learned it was closing in 2008, he decided there was a need for such a place in the city. During the time of development, a team of leaders led by Whitney found there was not a museum of mathematics in the U.S.

?I thought it would be an opportunity to do something new and it would be larger in scope and it would really hopefully make a difference in our country,? said Whitney. ?It?s wonderful. You?re right here in the middle of Manhattan as opposed to Long Island, you can be walking down the street and discover this little gem.?

To date, the museum has raised over $22 million. It opened on Dec. 15, 2012 and has welcomed more than 18,000 visitors.

?We?re looking for somebody that is curious. We want to spark that curiosity. Maybe you think you don?t like math. That is our best customer, so to speak,? said Whitney. ?Somebody who thinks they don?t like math but has the curiosity to see more and to try playing.?

The best way to do that, says Whitney, is if parents educate their children in new and unique ways.

?With young kids, just show them the shapes in the world around them,? said Whitney. ?It doesn?t have to be the kind of problems that you hated when you were in high school, doing those algebra word problems or whatever. Any place where pattern comes in, where shapes come in or fitting things together. It is as simple as this.?

Aside from teaching your kids about the importance of math in everyday life, Whitney stresses the importance of knowing what jobs and careers are available to those with interests in math.

?We generally work with, at the museum, those who have also worked in the Office of Science of Technology Policy for both the Clinton and the Obama administrations, who tell us that the lack of American mathematicians is the number-one security threat to this country,? said Whitney. ?Because the National Security Agency that is responsible for monitoring communications around the world, key part of our intelligence services, is the largest employer of mathematicians in the world, and they have open positions all the time.?

He said S.T.E.M. -- science, technology, engineering and math programs -- are in need of individuals who are excited to pursue a career in math.

Working to identify early warning signs in juvenile offenders

Jan. 29, 2013 ? Red flags are easy to recognize in the days following a tragic event like a mass shooting. That's why a group of Iowa State researchers is working to identify those early warning signs in juvenile offenders before they turn into a pattern of criminal behavior.

It is often difficult for people to understand what leads to criminal behavior in children or teens. But by the time a juvenile is arrested, or referred to the juvenile court system, the child generally has displayed a pattern of antisocial behavior, said Matt DeLisi, professor of sociology at Iowa State University.

In some extreme cases, DeLisi said children as young as 5 years old are committing crimes. So when that child becomes an adult, he or she may already have a lengthy criminal record. That is why DeLisi, and the team of researchers, wants to understand what contributes to this behavior in order to correct it.

"With onset in criminal careers, the first sign of that problem behavior is an indicator of how severe it will be," DeLisi said. "If you can help them, you save a ton of money and you save a lot of problems. But it's just the issue of correctly identifying them and that raises a bunch of ethical and other issues."

The connection between the onset and the severity is similar to other ways children start to develop, whether it is positive or negative, at an early age.

"If you have someone who is 3, or even 2, and is already reading it would suggest that the person is highly intelligent," DeLisi said. "The reason is because the emergence or the onset of the behavior is usually inversely related to what they will become. The earlier something appears the more special they are or extreme."

With criminal behavior, the onset begins with rule violations, but researchers found a juvenile's first arrest or contact with the police is the strongest indicator of future problems. The study published in the Journal of Criminal Justice included 252 children living in Pennsylvania juvenile detention centers. The offenders ranged in age from 14-18 and on average had committed 15 delinquent acts in the prior year.

Researchers also discovered that children with attention deficit hyperactivity disorder got into trouble at a younger age than other juvenile offenders without ADHD. In fact, their first contact with police happened more than a year prior to other offenders. Youth with conduct disorder were also more likely to be arrested at a younger age. However, researchers urge caution on how the results are interpreted.

"This by no way means that every child with ADHD or conduct disorder will become delinquent or ultimately be arrested. What it does mean is that future work needs to address why some youth with ADHD or conduct disorder become delinquent and others do not," said Brenda Lohman, an associate professor in human development and family studies at Iowa State.

"From a preventive standpoint, this information could then help identify support systems and intervening mechanisms for families and parents, and ultimately decrease rates of antisocial behaviors of children with ADHD or conduct disorder," Lohman said.

In addition to preventive measures, researchers hope to build on this study to better understand the family dynamics that can lead to mental and behavioral issues in children.

"Extensive research indicates that economic hardship has an adverse effect on the well-being of families," said Tricia Neppl, an assistant professor in human development and family studies at Iowa State.

Economic pressures increase the risk for emotional distress, which Neppl said can lead to harsh disciplinary practices. She is working on a study to determine if such hardships, when a child is between the ages of 3 and 5 years old, impact the child's mental health when they are 6 to 13 years old.

"The results suggest that economic adversity influences parental emotional health, marital distress, and hostile parenting which predicts child mental health disorders, such as conduct disorder and ADHD, during later childhood and early adolescence," Neppl said.

As researchers understand more about the connection with antisocial behavior, DeLisi expects there will be an even greater push for intervention and treatment for ADHD and conduct disorder.

"Early interventions are very successful, but they require a lot of investment on the part of people who may be the least willing or able to invest," DeLisi said. Researchers from the University of Pittsburgh and Saint Louis University also contributed to the study.

Tumor cells engineer acidity to drive cell invasion

Researchers at Moffitt Cancer Center and colleagues at Wayne State University School of Medicine investigated the acidity in solid tumors to determine if pH levels play a role in cancer cell invasion in surrounding tissues. They found that an acidic microenvironment can drive cancer cells to spread and propose that neutralizing pH would inhibit further invasion, providing a therapeutic opportunity to slow the progression of cancers.

Their study appeared in the Jan. 3 online release of Cancer Research, a publication of the American Association for Cancer Research.

According to the study's corresponding author, Robert J. Gillies, Ph.D., chair of the Department of Cancer Imaging & Metabolism at Moffitt, acidity in solid tumors is the result of an increased fermentative metabolism combined with poor delivery of blood to tissues.

In this study, tumor invasion and pH were monitored in immunodeficient laboratory mice hosting a variety of tumors. "We monitored the test animals over time using microscopy and found that the highest regions of tumor invasion corresponded to areas with the lowest pH," Gillies explained. "Tumor invasion did not occur in regions with normal or near normal pH levels. Furthermore, when we neutralized the acidity with oral sodium bicarbonate, the invasion was halted."

Researchers proposed that the acidic pH of the tumor microenvironment represents a "niche engineering" strategy on the part of tumor cells, promoting invasion and growth of malignant tumors into surrounding tissue. Niche engineering is a concept in ecology describes how plants and animals alter their environment to in ways that promote their own growth and survival over their competitors. "We have long regarded cancers cells as an invading species," said study co-author Robert Gatenby, M.D., chair of the Diagnostic Imaging Services and Integrated Mathematical Oncology departments at Moffitt.

A key to this process of adaptation and invasion is increased glucose metabolism in the tumor. "The vast majority of malignant tumors metabolize glucose at high rates," Gillies said. "We have proposed that there is a direct, causative link between increased glucose metabolism and the ability of cancer cells to invade and metastasize."

According to the research, elevated glucose metabolism is the cause of increased acidity in the tumor microenvironment. Most tumors develop an abnormal vascular network that tends to be poorly organized and leaky, disrupting blood flow and hampering the delivery of oxygen.

"This poorly organized vascular system has a two-fold effect on tumor acidity," explained Gatenby. "First, it subjects tumor regions to poor perfusion, which restricts oxygen and increases the rate of glucose fermentation. Second, the poor perfusion hampers the ability to eliminate the resulting acids, resulting in very low pH in surrounding tissues."

As tumor cells adapt to increasing acidity, niche engineering through normal cell death and new blood vessel formation occurs in the tumor and the immune response is suppressed.

"Tumor cells perform niche engineering by creating an acidic environment that is not toxic to the malignant cells but, through its negative effects on normal cells and tissues, promotes local invasion of malignant cells," Gatenby said.

The researchers suggested that targeting this activity with buffers and other mechanisms aimed at increasing pH levels will likely provide a valuable alternative to traditional therapies focused entirely on killing tumor cells.

(AP) ? Victor Oladipo wasted no time getting Indiana's fans riled up Sunday.

They responded to his energetic play with loud, boisterous support for the next two hours and he responded to their cheers by delivering a performance to remember.

The junior guard finished with 21 points, seven rebounds, six steals and three blocks, leading the seventh-ranked Hoosiers to a 75-70 victory over No. 13 Michigan State on a day Oladipo was already thinking about doing more.

"There are still things I need to improve on, even today," Oladipo said. "So I have to keep getting better."

This one will be hard to top.

Indiana (18-2, 6-1 Big Ten) has won three straight since a Jan. 25 loss to Wisconsin. It has won back-to-back games over the Spartans after ending a six-game losing streak in the series. The Hoosiers picked up their ninth win in Assembly Hall over a Top 25 foe during the past 24 months, and their latest victory helped break up a three-way logjam atop the Big Ten. Indiana was awaiting the result of the Michigan-Illinois game to see if it would share the conference lead with the Wolverines or have it all to themselves.

How much did this win mean to coach Tom Crean?

After shaking hands with his old friend, Tom Izzo, Crean walked to the corner in the south end of Assembly Hall, raised both arms and thanked the students for their constant noise. A few minutes later, he was thanking others.

"He (Oladipo) was a tremendous difference from the start of the game. He had a knowledge base that he put into his game as to how he was going to defend," Crean said. "If you're not cerebral like that and at the same time, quick, it's hard to defend like that. But he's been good. We knew he was going to play well on the offensive end and to take away things on the defensive end, too. And we don't win this game without Will Sheehey, we really don't."

The impact of Oladipo was evident in the box score and beyond.

He was 8 of 12 from the field and 4 of 6 from the line with more offensive rebounds (four) than defensive. Crean also credited him with 15 first-half deflections, something Crean said he's never seen before. And when Oladipo wasn't making plays, there were plenty of others willing to help.

Cody Zeller made only two baskets and finished with nine points but scored on a layup with 1:38 to go to make it a two-possession game. He also took a charge with 14.3 seconds left that essentially sealed the win.

Christian Watford finished with 12 points and six rebounds, Yogi Ferrrell had 11 points and a key 3-pointer just before halftime and Jordan Hulls had 10 points and four assists. Most of it was the result of Oladipo and the threat he posed on every possession.

"That's just Victor," Watford explained. "We feel like we're a great team when Victor does this. He brings a lot of energy. Not only that, he gets us open by the way he attacks the basket. He did a great job today."

Michigan State (17-4, 6-2) just couldn't keep up.

Gary Harris, last year's Indiana Mr. Basketball was booed relentlessly, yet made five 3-pointers and finished with 21 points. Adreian Payne added 18 points and was 3 of 4 from beyond the arc, matching his season total of three 3s. The only other player to reach double figures was Branden Dawson, another Indiana native, who has 12 points and eight rebounds.

Still, it wasn't up to Izzo's standards. The Spartans, playing in special green-and-gold uniforms, committed 19 turnovers, allowed Indiana to shoot 50.9 percent from the field and essentially wound up with a rebounding draw, 32-31. Guard Keith Appling fouled out with 5:14 to go, too.

"Our whole deal was to keep them out of the lane and not turn the ball over and we didn't do either one of those very good," Izzo said. "We got tired, and we've been so good down the stretch and with three minutes left, I thought we had a chance."

It was every bit as entertaining as advertised.

After Michigan State took a 31-30 lead late in the first half, Indiana answered with a 3 from Sheehey and another 3 from Hulls. Ferrell's 3 to close the half gave Indiana 44-38 lead.

Oladipo's two free throws with 16:28 to go extended the lead to 50-43, but when it looked like the Hoosiers might pull away, Harris dashed those hopes by making back-to-back 3s over the next 50 seconds to get the Spartans within 50-49.

Indiana never led by more than six the rest of the way, but with Oladipo leading the defense, Michigan State never managed to tie the score or take the lead, either.

The Hoosiers final sealed it in the final 98 seconds when Zeller made the layup and took the charge, and Hulls made 1 of 2 free throws.

"It was a physical game, a hard-nosed game, it was a high-level game and they're a great team," Crean said. "That's why it's a great win for us."

    (AP) ? Novak Djokovic remembers when he was about 11 and meeting a boy his age named Andy Murray.

    The young Murray from Dunblane, Scotland, was "quite pale," recalled the Serbian, known as "The Joker" for his wisecracks.

    Back then, they were playing on the juniors' circuit "just trying to play tennis and enjoy the game," Djokovic said. Little did either know that later in life they would keep running into each other on tennis' biggest stages.

    On Sunday, Djokovic and Murray meet for their third Grand Slam final at the Australian Open. It is the latest rematch in a rivalry that Djokovic describes as unique because they've known each other since childhood.

    "It's nice to see somebody that you grew up with doing so well," the 25-year-old Serbian player said Saturday. "We know each other since we were 11, 12 years old. I guess that adds something special to our rivalry."

    Djokovic rose to stardom first, winning the 2008 Australian Open at the age of 20. Now, the No. 1-ranked player owns five Grand Slam trophies and is aiming to be the first man in the Open era to win three in a row at Melbourne.

    The third-ranked Murray is the latest addition to the so-called Big Four of men's tennis, which also includes No. 2 Roger Federer and 11-time Grand Slam winner Rafael Nadal. The group has combined to win 33 of the last 34 Grand Slams.

    Murray is striving for his second Grand Slam title after winning at the U.S. Open, where he beat Djokovic in the final to end a 76-year drought for British men at the majors.

    Murray's road to the final in Melbourne included one of the tournament's highlights ? a five-set win in the semifinals over Federer, a 17-time Grand Slam winner. It was Murray's first victory against Federer at a Grand Slam event and so physically draining that Murray was too exhausted afterward to crack a smile.

    "It (was) a long, long match. It's a very late finish. I'm tired," said Murray, when asked why he seemed so subdued. During the intensely tactical and physical match, Murray served a stunning 21 aces against the Swiss star.

    "I don't want to be wasting any energy, because I'll need all of it if I want to win against Novak on Saturday," he said, adding that despite his lack of emotion he was pleased. "Obviously, I was happy. It was a tough match."

    Murray reached the Australian Open semifinals last year, losing to Djokovic. He has made the Melbourne finals on two previous occasions, losing to Federer in 2010 and Djokovic in 2011.

    Before arriving in Melbourne last year, Murray teamed up with tennis great Ivan Lendl whose coaching has helped produce a new aggressiveness in Murray and a willingness to take chances on court.

    It was under Lendl's tutelage that Murray made his breakthrough, winning a career-changing gold medal for singles at the London Olympics and then riding a wave of confidence to win his first major at the U.S. Open.

    He expects a long, tough fight from Djokovic, who soundly beat No. 4-seeded David Ferrer in a Thursday semifinal, which gave the Serbian an extra day to rest and recover for the final.

    "Every time we play each other it's normally a very physical match," Murray said. "I'll need to be ready for the pain. I hope it's a painful match ? that'll mean it's a good one."

    Djokovic agreed.

    "Every time we played ... It was always long matches, physically very demanding," said Djokovic, who shrugged off the idea that his extra day for recovery would be a factor in the final.

    "He's considered one of the physically strongest and fittest guys around. So I'm sure he's going to be fit," said Djokvic, who played one of the tournament's other thrillers in the fourth round, when he needed five hours to beat another inspired Swiss player, Stanislas Wawrinka, in five sets.

    Another tennis great, Andre Agassi, thinks otherwise.

    Agassi, an eight-time Grand Slam winner, was in Melbourne on his first trip back to the tournament since his loss to Roger Federer in the quarterfinals in 2005. He will be taking part in the men's pre-final ceremony.

    During a news conference ahead of the Murray-Federer match, Agassi correctly forecast that Murray would win. He went on to predict that the No. 1-ranked Djokovic had the physical advantage going into the final.

    "Two days off, going into it fresh, going into it ready is a big difference," said Agassi. "I probably give the edge to Djokovic in the finals."

    Asked how he would have tried to beat a player like Djokovic, Agassi joked: "I would have probably gotten in a fight with him in the locker room before the match. I might have had a chance."

    Toward 2-D devices: Single-atom-thick patterns combine conductor and insulator

    Jan. 27, 2013 ? Rice University scientists have taken an important step toward the creation of two-dimensional electronics with a process to make patterns in atom-thick layers that combine a conductor and an insulator.

    The materials at play -- graphene and hexagonal boron nitride -- have been merged into sheets and built into a variety of patterns at nanoscale dimensions.

    Rice introduced a technique to stitch the identically structured materials together nearly three years ago. Since then, the idea has received a lot of attention from researchers interested in the prospect of building 2-D, atomic-layer circuits, said Rice materials scientist Pulickel Ajayan. He is one of the authors of the new work that appears this week in Nature Nanotechnology. In particular, Ajayan noted that Cornell University scientists reported an advance late last year on the art of making atomic-layer heterostructures through sequential growth schemes.

    This week's contribution by Rice offers manufacturers the possibility of shrinking electronic devices into even smaller packages. While Rice's technical capabilities limited features to a resolution of about 100 nanometers, the only real limits are those defined by modern lithographic techniques, according to the researchers. (A nanometer is one-billionth of a meter.)

    "It should be possible to make fully functional devices with circuits 30, even 20 nanometers wide, all in two dimensions," said Rice researcher Jun Lou, a co-author of the new paper. That would make circuits on about the same scale as in current semiconductor fabrication, he said.

    Graphene has been touted as a wonder material since its discovery in the last decade. Even at one atom thick, the hexagonal array of carbon atoms has proven its potential as a fascinating electronic material. But to build a working device, conductors alone will not do. Graphene-based electronics require similar, compatible 2-D materials for other components, and researchers have found hexagonal boron nitride (h-BN) works nicely as an insulator.

    H-BN looks like graphene, with the same chicken-wire atomic array. The earlier work at Rice showed that merging graphene and h-BN via chemical vapor deposition (CVD) created sheets with pools of the two that afforded some control of the material's electronic properties. Ajayan said at the time that the creation offered "a great playground for materials scientists."

    He has since concluded that the area of two-dimensional materials beyond graphene "has grown significantly and will play out as one of the key exciting materials in the near future."

    His prediction bears fruit in the new work, in which finely detailed patterns of graphene are laced into gaps created in sheets of h-BN. Combs, bars, concentric rings and even microscopic Rice Owls were laid down through a lithographic process. The interface between elements, seen clearly in scanning transmission electron microscope images taken at Oak Ridge National Laboratories, shows a razor-sharp transition from graphene to h-BN along a subnanometer line.

    "This is not a simple quilt," Lou said. "It's very precisely engineered. We can control the domain sizes and the domain shapes, both of which are necessary to make electronic devices."

    The new technique also began with CVD. Lead author Zheng Liu, a Rice research scientist, and his colleagues first laid down a sheet of h-BN. Laser-cut photoresistant masks were placed over the h-BN, and exposed material was etched away with argon gas. (A focused ion beam system was later used to create even finer patterns, down to 100-nanometer resolution, without masks.) After the masks were washed away, graphene was grown via CVD in the open spaces, where it bonded edge-to-edge with the h-BN. The hybrid layer could then be picked up and placed on any substrate.

    While there's much work ahead to characterize the atomic bonds where graphene and h-BN domains meet and to analyze potential defects along the boundaries, Liu's electrical measurements proved the components' qualities remain intact.

    "One important thing Zheng showed is that even by doing all kinds of growth, then etching, then regrowth, the intrinsic properties of these two materials are not affected," Lou said. "Insulators stay insulators; they're not doped by the carbon. And the graphene still looks very good. That's important, because we want to be sure what we're growing is exactly what we want."

    Liu said the next step is to place a third element, a semiconductor, into the 2-D fabric. "We're trying very hard to integrate this into the platform," he said. "If we can do that, we can build truly integrated in-plane devices." That would give new options to manufacturers toying with the idea of flexible electronics, he said.

    "The contribution of this paper is to demonstrate the general process," Lou added. "It's robust, it's repeatable and it creates materials with very nice properties and with dimensions that are at the limit of what is possible."
